Justice Raghunath Biswal, Chairperson
Retired Judge of the Orissa High Court, Justice Sri Raghunath Biswal heads the Odisha State Commission for Backward Classes. Hailing from Reamal in Deogarh district, Retired judge Sri Raghunath Biswal graduated in law from L R College, Sambalpur in the year 1977. He had joined as Additional District Judge, Cuttack in February 1988 and served as the judge of the Hon'ble High Court of Orissa between July 2004 and March 2012.

Dr Rath’s areas of interest includes Sociology of Gender, Child Rights & Sociology of Education. She has over 30 years of experience in teaching, research and administration.

She is a Professor & Heads of the Department of A&E Economics Department of Utkal University, Vani Vihar, Bhubaneswar. Her key areas of interests are Economics of Social Sector, Quantitative Techniques, Econometrics and Macro Economics. She has a string of national and international publications to her credit.
Dr. Prasanna Kumar Patra, Member
He is a noted Anthropologist of Department of Anthropology at Utkal University, Vani Vihar, Bhubaneswar. His areas of interests are centered on Medical Anthropology, Biological Anthropology, Demography and Tribal Health, and Biomedical Ethics. He is keen to research the interface between socio-cultural and biomedical dimensions in stem cell science and biobanking in India.
